Mr. Zelinger,
 
I live in Louisville.  For the past 1.5 years, the Police Chief and City Council have allowed 2 separate businesses to operate out of our residential neighborhood, which is against City Code, as our neighborhood is classified residential only.  We have commercial and industrial areas in Louisville from which to operate commercial/industrial vendor businesses.
 
I have sent "verified statements" to our Municipal Court pressing charges against the Police Chief and City Council for allowing illegal businesses to operate out of our neighborhood.  Our court system in Louisville still allows the Police Chief and City Council to continue to allow these businesses to operate out of our neighborhood. 
 
We in our neighborhood suspect bribes.  One neighbor told me that she sees constant Code Enforcement and other business activity close to her house in our neighborhood.

You can see how large the illegal commercial vendor dumpster is compared to a compliant residential vehicle.

"exceeding 18 feet in length, 18 feet in combined length for vehicles with trailers, or eight feet in height, or 8,000 pounds in weight by the G.V.W. rating indicated on vehicle, loaded or unloaded, shall be prohibited from all zoning districts except with the following exceptions: I-Industrial."
 
It even states right in this law "prohibited from all zoning districts except industrial", which the Police and City Council ignore.

Here is the URL address for all my legal picture proofs for the past 1.5 years.  I have lots and lots of pictures.  This URL addy includes all the City laws that City Council and the Police Chief have broken for over 1.5 years now, too.  It also includes e-mail conversations between myself and the Police Chief and City Council and their excuses/lies for not having new residents in our neighborhood follow our laws.  Code Enforcement will not tell the new residents the truth about our laws.  City Code tells these vendors how to actually skirt our City laws.
 
Even though home improvements occur in our neighborhood regularly, our assessment values have gone down in our neighborhood with this allowing illegal storage of commercial vehicles and operations of illegal vendor businesses out of our residential neighborhood, when City Council and the Police Chief allow Code Enforcement to not do its job.  Our "Ethics Code" is supposed to prevent this type of situation, but our Municipal Court allows it, even when presented with our legal laws.
